Background
Article 13 of the Paris Agreement provides the outline for an Enhanced Transparency Framework (ETF) for countries through which they can report on the actions they take related to climate change action and support needed, provided and received.
At COP26, the guidance for operationalizing the modalities, procedures and guidelines for the enhanced transparency framework was adopted. Common reporting tables for GHG inventories, common tabular formats for information necessary to track progress in implementing and achieving NDCs and outlines for BTRs, National Inventory Documents and Technical Expert Review Reports were adopted. The Convention further emphasized the need for financial and technical support to countries to develop these BTRs and encouraged development partners to provide this support.
Further, led by UNDPโs Climate Policy and Strategies Team, the โClimate Promiseโ initiative is the worldโs largest offer of support to countries on NDC enhancement and has contributed to an increase of climate mitigation and adaptation ambition. For UNDP, it is critical to support countries in this process. So, as part of the UNDPโs Climate Promise: From Pledge to Impact, the second phase of the Climate Promise launched at COP26, the Enhancing Climate Transparency (ECT) project is funded by the Government of Belgium and aims to provide comprehensive capacity building support on climate data and transparency to the francophone and lusophone countries. Through this initiative, UNDP is supporting these countries to strengthen their MRV systems and properly track their Nationally Determined Contributions (NDCs), on the road towards the Enhanced Transparency Framework (ETF).
This phase will continue the momentum of the first phase and focus on supporting countries to implement their NDCs and enable achievement of targets. One of the most critical challenges to countries in designing and delivering their NDC targets is effective data and transparency. The ability to track, monitor and report on NDC progress directly informs an understanding and ability to advance ambition in subsequent NDC revisions. As such, data and transparency have become a critical workstream within UNDPโs Climate Promise.
Duties and Responsibilities
As part of this umbrella initiative, the Government of Beligum has approved a financial contribution to provide capacity building support on transparency through the project, โEnhancing climate transparency in developing countries โ a contribution to the Climate Promiseโ. The primary objective is to provide targeted countries with effective governance and enabling environment over time, to accelerate and scale NDC implementation, by providing streamlined support and capacity building on data and transparency. This will be delivered at the country and regional level with a focus on francophone and lusophone countries.
As such, UNDP has developed a Transparency Helpdesk and roaster of experts to support lusophone and francophone developing countries on transparency related issues.
Competencies
Required skills and competencies
Minimum seven years of professional working experience in fields related to climate change, climate vulnerability and adaptation or closely related issues.
At least eight years of experience working on National Communications and Biennial Reports, MRV systems, NAMAs, NAPs, and/or GHG inventories at the national or international level;
Demonstrated experience in designing and/or conducting capacity building activities
Experience working with international and national climate change- focused ecosystem of NGOs, think tanks, UN agencies, UNFCCC consultative groups and partnerships (PATPA), bilateral and multilateral donors, and/or multilateral vertical funds (GEF, GCF); Excellent organizational, diplomatic, networking, conflict resolution and communication skills;
Proven understanding of the UNFCCC negotiation process, reporting requirements, funding mechanisms, and other related issues; Desired additional skills and competencies.
Demonstrated work experience in developing Lusophone or Francophone countries is an asset.

Professional Certificates
Being a member of the roster of the UNFCCC MRV/ETF Transparency Division of the Mitigation, Data and Analysis Programme will be considered an asset.

Background
Additional building projects on the UN Campus are planned to a further consolidation over the next several years. The common premises in Bonn are managed by UNV on behalf of the UN entities in Bonn.
The UNV organization
The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide.
The programme was established by the United Nations General Assembly (GA) in December 1970 through resolution 2659 (XXV). It began operations in January 1971, administered by the United Nations Development Programme (UNDP).
UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement, and solidarity. Every year, more than 8000 world citizens serve the United Nations as UN Volunteers.
UNV is headquartered in Bonn, Germany and personnel works on the UN Campus in Bonn as well as in roughly 60 offices at the regional and country level.
The UNV Executive Coordinator is appointed as Designated Official (DO) for Germany.
Organizational setting
The Common Services (CS) has responsibility for the overall management of the UN premises buildings and for services that are shared by the UN Agencies residing at the UN Campus in Bonn. The CS main business objectives are the upkeep of business continuity at the Campus facilities and its infrastructure as well as the provision of client services in the area of building management, logistics, conference services, shared ICT infrastructures and safety and security services.
The overall security management responsibility of the UN Campus in Bonn, Germany is assigned to the CS and its Security Team.
Duties and Responsibilities
Under the overall guidance of the UN Bonn Security Associate within the UN Bonn Common Services, the intern will support the Security Team as follows:
Assist with the review and update of Security Standard Operating Procedures (SOPs)
Provide conceptual support regarding the implementation of performance indicators, increase of data usage and visualization of data for operational usage.
Assist with the drafting of fire prevention and evacuation procedures and instructions, ensuring compliance with relevant national and UN policies, in collaboration with the UN Bonn Facilities Management and the UN Bonn organizationsโ security focal points
Support in updating the UN Bonn Campus Fire Warden Lists and sharing information with relevant users
Support in the preparation of training material and presentations for UN organizationsโ Fire Wardens

General Terms and Conditions
UNDP Conditions of Service for interns apply for interns working at UNV Headquarters.
Where an intern is not financially supported by any institution or programme, such as a university, government, foundation or scholarship programme, a stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station, will be paid by UNV.
The monthly amount of the stipend will be determined based on the stipend rates published yearly by the OHR Policy and Compensation Unit. The stipend will be paid on a monthly basis and part-time internship arrangements are prorated accordingly.
The purpose of the Internship Programme is not to lead to further employment with UNV but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
UNV accepts no responsibility for the intern’s medical insurance or for costs arising from illness during the internship. Interns are required to provide proof of medical insurance coverage.

UNCDF is seeking an intern to be part of the Partnerships, Policy and Communications Unit (PPC) in its Headquarters located in New York, United States. Working under the guidance and supervision of the Head of PPC, and working closely with PPC staff, the intern will support the ongoing workplan and goals of the unit, including but not limited to expanding partnerships; preparing policy briefs for high level meetings; supporting the launch of major initiatives on blended finance and enterprises in Africa; and building and maintaining a base of knowledge about Member States.
The internship manager is committed to providing the intern with the training, guidance and support necessary to complete the below duties and responsibilities effectively and within the internship period. This will include, but not be limited to, scheduled meetings (weekly) to assess output progress, systems training (where required) and completion of required university reports for the purpose of meeting any necessary Degree requirements.
Duties and Responsibilities
Under the supervision of the Head of Partnerships, Policy and Communications PPC Unit, and in close collaboration with the Sustainable Finance and Partnerships Specialist in the PPC Unit, the intern will assist in any of the following tasks:
Summary of key functions:
Support to Strategic advocacy and partnership development;
Support for creation of new innovative finance vehicles and instruments;
Support to mobilization of core and non-core resources;
Support to effective Internal and External Donor Relations;
Support to facilitation of knowledge building and knowledge sharing.
1. Strategic advocacy and partnership development:
Support the development of corporate strategies tailored to specific donors;
Support to building and maintaining relationships with the financial sector, private sector investors, and family offices;
Support for providing strategic advice and policy recommendations with a view to positioning UNCDF strongly;
Analyze donor trends in the UNCDF funding landscape.
Define and regularly โconnectโ UNCDF value propositions in the LDCs in alignment, and when possible, in anticipation of the changing aid architecture and evolving resource mobilization drivers;
Identification of opportunities for UNCDF programmes in its relationship with other UN Agencies;
Implementation of PCU strategy for partnering with UN Agencies around UNDAF, MDG and other joint programming for implementation of UN Reform;
Identification of specific areas for support, building on UNCDF comparative advantages and UNCDF programmatic objectives in country.
Assist in building and maintaining relations with other UN agencies that support the effective implementation of the IF and LDF business plans, with special focus on jointly mobilization of resources;
Provides technical support during negotiation processes at the corporate level (HQ) with key partners (relevant to the new thematic areas such as with the EC, GEF, etc.)
Provides timely and professional response to COs requests for support on matters of partnerships-building.
Enhances capacity by UNCDF country and regional offices to pursue and capitalize on strategic partnerships and resource mobilization opportunities.
2. Support to mobilization of core and non-core resources:
Provide effective and efficient support to the Executive Secretary and senior management in the mobilization of core and non-core resources in all aspects of resource mobilization;
Support and create new partnerships with non-traditional donors, particularly corporations, the investment sector, and the financial sector;
Specifically, support UNCDF senior management in the mobilization of core and non-core resources through in-depth analysis of donor-specific ODA trends, political and economic developments, aid policies, practices and budget allocations in specific donor countries;
Identify and develop opportunities for non-core resource mobilization and advise country offices and headquarters units on appropriate strategies and approaches to seize them; and
Contribute to the development of corporate policies and procedures for core and non-core resource mobilization, including through strategic partners.
3. Effective Internal and External Donor Relations:
Based on in-depth knowledge of national environments, identify targeted interventions to mobilize support for UNCDF and influence positively donor countriesโ national budgetary and other decision-making processes;
Build and maintain UNCDFโs visibility and reputation at relevant financial conferences and investor events;
Build, nurture and maintain effective internal and external working relations, including with relevant Representation Offices (Global or locally) and Practice Area Leaders responsible for specific donor countries and/or partners in the private sector.
4. Facilitation of knowledge building and knowledge sharing:
Identification and formulation of lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
Contributions to knowledge networks and communities of practice; and
Organization and conduct of trainings on RM and partnerships building in the Country Office.

General Internships Terms & Conditions:
UNCDF Internship programme is governed by the UNDP Internship Policy Framework & Rules.
The maximum internship duration is 6 months.
Interns are partially financially remunerated by UNCDF. The costs associated with the assignment will be partially supported by UNCDF and the rest to be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel, accommodation, etc. Proof of medical and life/accident insurance valid for the location in which the internship will be carried out.
Under the new revised UNDP Internship Policy, UNCDF will provide a modest monthly internship stipend to its interns, in accordance with the provisions of the UNDP Internship Policy. All expenses connected with the internship will be borne by the intern or her/his sponsoring entity/institution. Stipends are available only for full-time/on-site internships at this time.
Selected Interns must be able to share proof of education enrolment and/ or graduation, medical/health and life/accident insurance, valid for the location in which the internship will be carried out and be able to provide insurance documentary proof at the time of their selection.
It is expected that due to CoVID-19 restrictions in place, the most- immediate internship assignments will be home-based till the situation in respective duty station improves.
